If you are reading a voltage it is the drop across the resistance to ground. To get rid of the voltage get the resistance lower. This can be accomplished by installing more ground rods to the grounding system. Utility companies usually like 3 ohms to ground or less.
Ideally ground and neutral should be at the same potential, but as there is current in the neutral wire and no current (normally) in the ground wire there can be a difference. I have personally measured over 25 VAC on the neutral relative to ground in some systems.

By National Electric Code only the Main Panel should bond ground and neutral. If subpanels have ground and neutral bonded, it could cause ground loops and shock hazards.
Just checked and it does have a ground connection.

This could be caused by a multitide of problems, but I would check for a bad or loose ground strap on the engine first. It is normal to have to shift to park or neutral to start your engine. If it is only neutral and not park, I would start troubleshooting the safety switch.
If you have to connect the neutral to ground to make the circuit work then you have an open neutral in your circuit. By using the ground for a neutral you will be energizing the entire ground system of you house or business. It may be the GFCI breaker is defective. Make sure it is wired correctly. Neutral to neutral bar and ground to ground bar.
Ground wire can be appropriately bonded to the neutral and cabinet at the service box by connecting the neutral and ground wires from the feeder wires to the neutral bus bar and the ground terminal located on the same cabinet at the service box. White wire (neutral) must be connected to bus bar and bare wire must be connected to ground terminal in the same cabinet.
