there should be a distributer (where the spark plug wires go) try loosening the 2 bolts and turning the distributer a little bit

On carburated engines, yes. You adjust the ignition timing. On fuel injected vehicles, not directly. You can either get a different cam installed and have the engine's computer updated to use that cam, or, you can have your engine's computer updated to use a different ignition timing. Both options are usually prohibitively expensive.
ground the diagnostic connector under the dash , set the timing , then unplug connector
if its carburated you can adjust it it that's probably not the problem but try it any way. couple words for you electronic valve in the carb.....

The simple answer to adjust the carb you have is to connect a vacuum gauge to a vacuum port on the intake manafold. Start the engine, let it warm to normal operating temp. adjust the fuel/air mixture screws. You are looking for the highest smoothest reading on the gauge. as you adjust you will want to turn the idel speed to a lower rpm. Anything further, you will need to take the carb to a pro. The smaller the carb the better the fuel mileage but performance will suffer. For a four barrel carb the smaller the primaries the better.

you have to buy and install adjustable cam gears. but if you adjust it improperly you will lose power/gas mileage.

If you are talking about "3 pumps" I assume that the vehicle is carburated. If so, you may need to adjust the choke a little better. Carburated vehicles are a little more picky when you try to start them. The engine needs to be tuned up and the carb needs to be adjusted properly.
