It happen to me today and Firestone said that $ 916.86 worth of repairs were needed, even before they could tell me what else was wrong with the Ford Explorer. 109.99 for the "Engine Diagnostic Service". 278.99 for RY116 Furl Pressure Regulator(229.99), removal & Replacement of Fuel Pressure Regulator Module, 89.99 for a Fuel system tune Up (EK11Y Ever Wear Fuel System Cleaner-2 -3499), Replacement of all vacuum lines for Fuel Pressure Regulator ($ 296.00) which includes 7006999 vacuum Tubing & Lines (64.99). $ 329.97 for Parts and & 509.99 for labor and $ 25.00 for shop supplies plus 51.90 in Connecticut State Sales Tax. Again the total was $ 916.86 and they said this was just to get it started. There might be other issues that they would not know until they got it started (you've got to be kidding!)

This one is going to end up in the State Attorney Generals Office!

if it doesn't even crank over, I'd check for a burnt out fuseable link down by the starter. if it cranks, but won't start, I'd define the question as to what kind of smoke. coolant or electrical. a coolant puff might mean blown head gasket, and electrical smoke could be many different things.
