In accordance with AR 670-1 29-6 You may wear any ribbon or award that you have been permanently awarded. But, they must be worn in accordance of hierarchy (see section 29-6 pgs 266-269). This pertains to all awards given IE... individual, unit and foreign.

You were in the army and switched to the marines what ribbons can you wear from the army?

Check the Marine Uniform regulations. They will specify what ribbons you are authorized to wear from the Army. Medals awarded are normally going to be allowed, but ribbons that don't come with medals probably won't be.

You were in the Marine corps and switched to the Air National Guard which ribbons can i still wear from the Marine Corps?

You can wear them all. AFI 36-2903 (which replaced AFR 35-10) gives the order in which awards are to be displayed on the Air Force uniform--the Air National Guard wears the USAF uniform--and gives the orders of precedence for Army, Navy and Marine Corps awards displayed on the Air Force uniform.

Are the Marines more decorated than the Army?

Individual Marines, or the Corps as a whole? The Marine Corps is extremely stingy with its medals. Things that in the Army will get you an Army Commendation Medal won't get you any medals at all in the Marines. The Marines also don't have a lot of the service ribbons the Army has.

Commander is a rank exclusive to the Navy. It is the equivalent of an Army/Air Force/Marine Corps Lieutenant Colonel (O5). A Navy Captain is equivalent to an Army/Air Force/Marine Corps Colonel (O6), whereas a Captain in the Army, Air Force, or Marine Corps is O3.
