i would start with fixing coolant problem brown coolant indicates there is oil in your coolant which indicyrs either a blown head gasket or a cracked head you fix that problem and more than likely, the surging problem will go away
Have you checked the cars thermostat?
you prob need to have your coolant checked out because when you work your engine the coolant is what keeps it at a good level so you should have the mixture of coolant to water checked out it should be 50/50
Have you checked the coolant levels or the cooling fan?
usally 5 years but should be checked monthly
The radiator cap could be the cause of coolant reservoir overflow or backup. Have the cap checked to see if it is bad.
The sensor may be defective/broken. I would have that checked or replaced.
Low coolant? Heater control cable not adjusted properly? Bad thermostat? Heater core "airbound"? Water pump not circulating coolant?
It's no cage it means either low coolant or to have the coolant system checked
2 things I can think of which need to be checked: your coolant and your thermostat.

cools the engine. without a fan, the car will overheat and the coolant will boil. the fan controls this from happening by cooling the coolant as it passes through the radiator.
