The 1989 Accord had 120 H.P. The carbureted engine has 98 h.p. while the lx-i has 120.
Check the 1989 Honda Accords timing. If the engine has jumped time then the engine will buck and sputter.
I suspect a bad distributor. Honda distributors have been known to fail.
It might be the fuel pump my 93 Honda accord started doing that and the fuel pump is about to give out on it.

Valve adjustment needed is a possibility.
Press and hold the odometer reset button while turing the ignition switch on without starting the engine. After 5 seconds the light will go out.
you can disconnect the batter for about 10 - 15 seconds
Remove the muffler
Have your alternator checked
check it while its on and in park
