If your 1998 VW Beetle has a radio preset button that will not push anymore, you can sometimes fix it by prying the button out of the radio with a butter knife. Then, clean behind the button and clean the button itself. Pop the button back into the radio.
if there is a gap between the button,try and get it out with a needle.

If it is the same as my 68, the horn button is held in place by a rubber o-ring under the button. carrefully work a thin, flat screw driver under the edge of the horn button and TWIST. Be careful not to chip the button. This should pop out the horn button.

The 1973 VW Beetle low beam switch can be found on the drivers side floorboard. The low beam switch will be all the way to the left of the drivers side floor.

there is a recall on that car for that same problem. but hold the button on the remote while pulling up the lid
it is the relay, change it, it is the hazard button, the one with the red triangle.
ASR = anti-slip regulation. Power limiter works with the anti-lock break system to "nanny" front wheel slip. Basically it ruins first gear on my turbo beetle, causing engine lag, so I always deactivate it to get the zoom-zoom feeling.
