My '99 Stratus was giving me similar problems. You should check the battery terminals and have the battery tested. Usually, a battery leaks acid and builds corrosion eating away at the terminals so that you will have the dome light and even radio but it will not be able to start. Does it make any clicking noises?
on the stratus i believe that the car has to be on a lift and the battery has to be taken out from under the car via the wheel well. I am exactly sure if this is totally correct because I'm more of a GM guy. You are right the car has to be lifted, the wheel well front piece has a few screws you have to undo to open it. Theres your battery. Some people find it easier to remove with the tire remove but it can be done without doing that.

Hi, the fuse box it's located next to the fender of the driver side, on top of the battery, I believe the cover says "Fuse and Relay Center", hope this help.

hi there, i have a 95 neon and i do believe they have the same engine, and hoping they have they same battery box... mine was in the bottom of the battery box in the front... all you will see is a little black half ball-like thing with a nut around it.... just be SURE you DO NOT over tighten it as i know this from personal experience. hope that helps ya.
Believe it or not, you have to do it through the driver's side front wheel well. It is easiest if you remove the wheel first in order to give you enough room to work. Once you locate it, the rest is possible with typical hand tools.

On Pre-OBDII cars - Chrysler use 2 digit codes. So I believe you have 2 separate codes "12" and "55". "12" is the battery has been disconnected recently "55" is end of stored codes
If you are referring to a Deville, you need a specialized vented battery. That I believe is 14-15 volts. Dont use anything other than this specific battery. I have seen damaged caddys because of it.
