Read the manual, but I believe it says when the cruise light blinks there is an error with the cruise control and should be checked. I have had mine blink before and then the next time I used it, it was fine.
I believe there is no fuse just for the cruise control. The cruise control circuit is covered by the PCM. However, I would check the switches on the brake pedal.
most cruise control problems are caused by a leaking vaccum canister that controls the throttle on the cruise, your switch is probably fine.

I had the similar problem with my Jeep 1999 grand Cherokee cruise control not working the gates for the interior worked fine just no cruise control, looking at the other respondence I found that the vacuum hose off the control unit was bent going to a auto parts store and bought a slight bit longer hose and is now working fine I was ready to replace the whole unit. the other thing is the upper radiator hose looks to be 1½" on both ends it is not the NAPA hose calls for #9117 and states it is same on both ends which is 1½" the correct one is from pep-boys Dayco 1-15/32" slight bit smaller and works much better and cheaper.
On my 95 Taurus the cruise control wires broke off inside the steering wheel. After reconnecting them the system worked fine.

The problem could be vaccum related. Check if the air vents in the dash still blow air. If not, it's possibly a vaccum problem
you might not have enough refregerant in the a/c system
The thermostat is probably stuck
mine has a duracell DL2032.. working fine..
There is a part called a clock spring located in the dash board and it controls both the horn and the cruise control. I had it replace on my Plymouth voyager and they both work fine now. There was a RECALL for airbags which fixes this very problem - they should fix it for you
