ford festiva stopped while driving it has fuel and power it just wont turn over
When I turn my AC on sometimes they come on and sometimes dont, causing it to overheat. I checked the fans by hotwiring from the battery and they turned on everytime.

You probably have a bad temperature sensor. TS reads the temp of the coolant and turns the fans on when hot enough. Without it the fans arent controlled by temp. When you turn on the AC the fans always come on.
No the 2 fans will not come on when you start the engine. One of the fans will come on anytime the A/C is being used. The other fan will come on along with the A/C fan when the engine reaches a preset temperature to prevent it from overheating.

Yes, this is normal. The fans will always come on when you turn on the A/C or Defroster. They may also come on in the city during stop and go driving if the engine gets hot enough. On open road driving they will normally not come on. To verify their condition, park the car and let it run with the A/C & defroster off. You will hear the fans come on after awhile as the temperture of the engine reaches the point at which the factory has set them to come on.
