if the problem you are having is the high beams work and the low beams don't and you replaced the bulbs already then you should remove and inspect the whole blinker housing arm, mine melted on the inside and i got the new arm right from the dealer for about $85. hope it helped
The headlight can be accessed from the engine compartment. Pushed the headlight container in and turn at the same time. The headlight will come free so it can be changed.

headlight bulbs changed,dimmer swich changed,headlight swich changed.key off headlight work low ,key on goes to brights. unpluged harness check ok at first ,but after a few try hi beam indictor would not go to low m-beam
It may be blinking because it probably needs to be changed. To change the headlight you will need to open the hood of the car.
The headlight on a 1985 Honda Civic is changed by lifted the hood open. Locate the housings for each headlight and find the harnesses for the bulbs. Pull out the old bulbs and replace them.
if your headlight if blow and you have changed the headlight and it still does not work then most likely its the plug that plugs into the light itself i just went through all that and its the actual lamp plug you have to change
Are you sure it's the proper headlight for the car? Occasionally, installing a halogen bulb as a replacement (when the original was non-halogen) will cause the fuse to blow.
Your Headlight relay may be dead.
