Is there a question here or just a statement that doesn't make a lot of sense?
Bank 2 is the drivers side of the engine on your 1999 Mercury Marquis Sensor 1 is before the catalytic converter ( upstream ) Sensor 2 is after the catalytic converter ( downstream )
Depends on why it is noisy.
On a 1997 Mercury Grand Marquis : Bank 2 is the drivers side of the engine and ------------------------------------------------------------------------------------------ Sensor 1 would be close to the engine before the exhaust enters the catalytic converter Sensor 2 would be AFTER the exhaust has passed through the catalytic converter ( also called a catalyst monitor )
On a 1998 Mercury Grand Marquis : Bank 1 is the passenger side of the engine Sensor 2 is AFTER the exhaust has passed through the catalytic converter
You can but the check engine light will remain on and it won't pass an emissions test.
Just had my 2004 grand marquis convertor replaced (making an aweful noise). it cost me $250 for the part and then labor etc. total of bill for installing etc was $472.61.
There are 4 on my 96 MGM one on each side before(upstream) the catalytic converter and two after(downstream) within 2ft of each other

The firewall on your 1999 Mercury Grand Marquis is the metal wall that divides the passenger compartment from the engine compartment
On a 1998 Mercury Grand Marquis : Bank 2 is the drivers side of the engine Sensor 1 would be in the exhaust close to the engine before the exhaust enters the catalytic converter ( upstream sensor )
Check catalytic converter--maybe plugged engine might have "jumped" time and timing chain may have to be replaced
