Most times, the squeaking and rubbing noises are caused by brake pad wear, but you say the brakes are fine. Otherwise, if by constant rotation speed you mean the squeaking/rubbing noise is present even when the brakes are not applied, you might want to get the wheel bearing inspected
Check the brakes. If not that then check the barrings in the wheels.
Your brakes are warn out or your plastick wheel cover is not on right
sounds like your brake caliper is sticking. This would cause the pads to be in constant contact with the rotor.
rubbing from brakes or rubbing from frame
exhaust leak driveshaft center bearing mudflap/fender skirt rubbing tire engine mount
Your brakes are probably getting low and they are rubbing against the rotor.
Disc brakes
brakes wore out maybe
The best way to tell when you need brakes is by squeaking, when the brakes are rubbing against the metal, when your brake pedal goes all the way to the floor and when you are running out of break fluid.
brakes or rear axle problems.
Disc brakes are supposed to rub the rotors all the time.
I don't know the Renault Clio but as a general rule I would examine the brakes first to see if the linings are rubbing when the wheel is rotated backwards. (This applies to disc or drum brakes.)
