Strange problem, especially if the high mount stop light is working - however, do not rule out the possibility of a short circuit in the wires leading to the lower lights. Are the regular tail lights working? There is the possibility that the sockets of the lamps may be corroded or melted due to excessive heat or age, and need replacement.
Are you sure you need the fuse for the cruise control. My cruise control wasn't working, neither were my brake lights. All 7 bulbs were burnt out. When the brake lights were replaced the cruise control worked.

If your parking lights are working, you have a different problem, like burned out bulbs, or maybe a disconnected wire. The manual doesn't show, specifically, a fuse for the "tag" lights.
Replace the bulbs in the high-mount brake light. Most likely they're all burnt out. I had the same problem, and that fixed it. Cost: $15.00 for the bulbs. See sources and related links below for bulb information.
If NONE of the brake lights are working (including the "high mount" center light, I'd check the stop light switch next. It is located up under the dashboard near the top of the brake pedal lever. CHeck to see that it is still in proper adjustment (barely touching the lever, and if it is, it may need replacement.
Running lights (left side): Fuse #47 -- Running lights (right side): Fuse #48 -- Brake lights: Fuse #54. Fuse panel is on the lower left side (underneath) the dashboard. NOTE: If it is your brake lights that are not working and fuse # 54 looks okay, check the brake light switch, it may have gone bad.
Check your brake pads.
The screws that hold the rear lights in place on a focus are inside behind the rear pillar trim
Replace the switch at the brake pedal. If you need help with that, get a manual at Auto Zone. They're a lot cheaper than a mechanic. I had same problem on my 2K . I would first ck. both of the tail / brake bulbs to see if one of the filaments are bad. This CAN cause tail lights to burn bright as brake lights and if you step on brake you will NOT see any difference. Do yourself a favor CHANGE BOTH BULBS at same time ; clean socket and use dielectric grease in socket. FWIW, a bad reverse light socket CAN cause hard shift on auto. For some reason focus has problem with electric connections ie. CORROSION
they are two different lights. replace the light that is malfunctioning, but check the fuses first. It's the cheapest way out.
Fuse number 54
The dims lights may not work on a Ford Focus if the switch is defective, the wiring is damaged, or the bulb has burnt out. If both bulbs are out, it is most likely within the wiring.
