I've recently had the same problem and found the cause of the chime. I created the problem when I removed the cylinder lock on my 2000 Ford Expedition. What happened was, upon removal of the key assembly, I accidently bent a contact that touched part of the key assembly. When I bent the contact back to its normal position the chime turned off. I tested it by removing the contact and the chime started up again.

This contact is located on the outer area of the key cylinder located on the steering column (not the removal key assembly). It "hooks" into a slot of the key cylinder and touches the long contact of key assembly. If you look at your key assembly you'll notice a plastic piece that has 3 contacts on it. One contact is long, the other 2 are close together. The long contact is the one that causes the chime. Verify there is a matching contact in the key cylinder that touches this long cylinder.
