look on top of the brake pedal under the dash and you will see the switch, with one hand push the brake pedal down and with the other hand push the brake switch in as far as it will go in it's holder and then pull the brake pedal back with your hand to set it.
It is the brakes light switch
If the turn signal is working it's either the brake light switch or the turn signal switch.
The 1997 Toyota Avalon stop light switch simply plugs in and out. Take hold of the stop light switch and pull outward. Plug the new stop light switch in.

There should be only two wire connections on the stop light switch. You need to put a constant 12v supply to one side of the switch and the light wire itself to the other side. The switch then needs to be adjusted so that the brake pedal holds the switch in to keep the lights off. When the pedal is depressed the lights will go on. If they stay on all the time, re-adjust the brake switch.
first see if its low on fluid if not there's a fault in the switch ----In my 94 the Abs Inop Light was on. This Caused my cruise control to stop working. My third brake light was out on my spoiler and simply replacing it caused the light to go off and cruise to start working
If you are referring to the stop light switch,it is under the dash near where the brake pedal pivots.When you push on the brake pedal, the stop switch pops open and completes a circuit to the stop light lamps.
