To fix the rotary pulley on a 2000 GMC Montana van, first ensure the engine is off and cool. Remove any necessary components, such as the serpentine belt, to access the pulley. Use a socket wrench to remove the bolts securing the pulley, then replace it with a new or repaired pulley, securing it tightly with the bolts. Finally, reassemble any components you removed and replace the serpentine belt if necessary.

A rotary tool would be any tool that has a rotating motion such as a rotary sander. You can read more about rotary tools at http://en.wikipedia.org/wiki/Rotary_tool. It's unlikely, however, that a rotary tool would be needed to fix your mower. Perhaps you should take it back where you got it to have it serviced by a pro.
the only way to fix is to have a garage repair (most likely replace) the AC compressor. You can buy a new belt that is shorter and skips that pulley. I have taken mine to Autozone and we tried 4 or 5 different belts until we found one that fits.
