Sounds to me like you have a brake fluid leak somewhere in the system. Check the level of brake fluid in the reservoir. If the reservoir is full you may have a bad master cylinder with a "blow-by" condition.

The first step in removing the window washer fluid reservoir in a Dodge Ram 1500 pickup truck is draining the radiator. Next you will remove the upper hose for better access to the reservoir. Detach the hose and remove the wire harness surrounding the reservoir. Lastly, release the mounting tabs and pull upward on the reservoir.
First be sure the parking brake is fully released, then if the light is still on and the reservoir is now full, you have air in the system and probably should have the brakes inspected because you shouldn't have had an empty reservoir in the first place.
