There is a 4,000 year history of law, still in effect today in the United States, that says a law or governmental act must show by what authority it is enacted. Several courts have ruled that not including this at the beginning of any such act makes the act void, even if it was left off by accident.

The people who wrote the constitution were very aware of this and the debate reflects that the Pre-Amble is the enacting clause of the constitution - IE: the authority by which it is given power. In this case, and edited for clarity "We the People ... in order to form a more perfect union ... do ordain and establish this constitution of the United States of America."
