Remove the wheel, from the car. Remove the brake caliper, from the rotor. Check the rotor, for grooving, glazing, and warpage, also thickness. If any of this is present, have the rotor turned, or replaced. Then replace the brake pads, with new ones. Make sure the brake pads are compatible with the rotors that you are using.
Basically, you adjust the brake pads out so they sit closer to the drum. 1.] Put something in front of the front tires to keep the car from rolling. 2.] Leave the emergency brake off and jack up a back tire. 3.] Take the tire off and the drum. 4.] Locate the adjuster that lies between the brake pads. It has teeth on it and there is a steel arm that rests against the teeth. 5.] Using a screwdriver, turn the teeth about 3 notches at a time. The arm resting against the teeth will only let it turn one direction. 6.] Try to put the drum back on. It should be snug but not difficult to slide back over the brake pads. 7.] If the drum goes on easy, remove it and turn the teeth 2 or 3 more notches. 8.] Repeat these steps until the drum goes on with just a little friction. 9.] If you adjust the brakes too far out and the drum will not go on use another screwdriver to hold the steel arm away from the teeth while you use the other screwdriver to turn the teeth back the other way.
Maintaining brakes on a vehicle is important for safety reasons. One must raise the car, remove the tire, the old brake pad, replace it with a new brake pad, make sure everything is where it needs to be, and then replace the tire.
If the emergency brake is on the calipers, you need a special tool to compress the caliper. This should be rentable from the parts store.
