A lot of newer VW's have to be reprogrammed by the dealer just to restart after the battery has been completely drained. Sure hope it's not that, costs a lot from the dealer, sometimes they even have to come to the vechile itself to reprogram it since it won't come out of park sometimes. Good Luck!!!!
Most likely he has to turn the ignition on when he tows the car, to prevent the steering lock from activating. As you know, leaving the ignition on will reset the system, so by the time he's back at the workshop the problem has gone away by itself.

On my 1995 Passat it is located on the fuse block, under the dash, to the left of the steering column. I doubt they have moved it from this location.

On a Passat, the battery is located under the hood. It is under the cowl panel and requires the removal of the battery cover to see it.
If your 1997 Passat dies sometimes, you might have an issue with the alternator not charging the battery. You could also have a problem with the distributor or the coil.
You can change a battery for Passat 2003 remote controller as follows. - turning with small flat screw driver from small hole separate two parts . - separate parts where buttons are with screw driver - replace battery, type CR2032 3V - assemble parts together I had no need for any reprogramming. Remote controller started to work just by replacing a battery.
I have had the same issue with my 2002 GLX sedan. I am having issues with the alternator charging intermittently. This has caused my battery to slowly discharge, with iteventually needing replacement. Anyway, this keyless entry issue seemed to happen to me at times when the car battery was almost dead.

On the 2006 passat it is under the hood in the battery box. On some passats it is located in the trunk on the left side (US driver) behind a cosmetic panel.
It's most probably the alternator. It's not putting any charge back in the battery. Can also be a dead cell in the battery or something is on pulling power from the battery.
Next to the firewall in the engine compartment.
