The heart and the circulatory system is one closed loop. Blood gets pumped at the same rate throughout the body. Heart beat and pulse rate are measurements of the same heart pumping rate taken at two different places on a closed loop. They better be the same whether at rest or after exercise.

Obviously there is a heart rate difference when we are in rest and after exercise. After exercise our pulse rate will increases 50-75% of our maximum heart rate. By the result of this we can pump more blood through entire our system; the blood carries the oxygen then our every organ get the oxygen.
