Yes there is a fuse, it's under the hood near the battery. There should be a cover that says fuses. I had the same problem but, it wasn't the fuse. the connection to the blower motor was a little dirty. I cleaned it with a toothbrush and it works fine. Your blower motor should be under your glove box . it loooks like a round black thing that has a couple wires coming out(I know that sounds funny but, the best way to describe). Turn you blower on and jiggle the wire it should work.

Without knowing what year the car is it and does it have factory a/c or not itwill be hard to give a lot of help trying to pinpoint the problem.Here are a few ideas, run a jumper wire from the positive side of battery to see if blower motor is good or not ,check blower fuse on fuse panel to see if it is good or not of it is bad it will usually have a break in the wire conductor inside it,but sometimes a fuse may look good and have a unseen break in it so it would be advised to try a new in place of it just to be safe,check to see if blower switch works on all functions ,look for a inline fuse holder usually in line to the blower motor the fuse in it could be blown,you may check the blower relay to see if it is good or not sometimes the system gets a overload and you pop the relay to save the system look for melted plug when checking where harness plugs into the relay .Hope tis gives you some kind of help.
