Make sure your battery connection are properly tight and and the corresponding cables are in their right place. If they engine doesn't turn this means your starter is not working or possibly a bad ground connection.

Even though there is battery power, there is not sufficient load power from the battery to start the vehcile. Put a volt meter across the battery posts and try and start the vehicle. If the voltage drops below 9 volts you need a new battery.

Try to locate the ticking noise. Is it the engine? Is it ticking when you are driving? When you are sitting still? It could be as simple as a stone stuck in yoru tire, everytime it hits the road it ticks. it could be a lifter in the engine. Try to be more specific as to where and when the ticking happens.
