ALWAYS, ALWAYS, ALWAYS run diagnostics before you replace parts. First, connect an on-board diagnostic scanner that works with your vehicle. In your case it will be a GM code scanner as opposed to the newer OBD2 that is in use on newer vehicles.
Look for anything that might be a potential problem. The computer can detect quite a few problems and do a lot of the diagnostic work for you.
Next, assuming everything checked out OK, run a compression test and compare the results to the expected results for your vehicle. While you're doing that, examine each spark plug as you pull them out, looking for oil or fuel fouled (wet) or physical damage that might be caused by a damaged valve or piston.
If the compression tests out OK and the plugs don't look damaged, try using a little starting fluid to see if you can get the engine to fire briefly

The fuse box is located in the car underneath the dash on the drivers side. There is a small cover that you simply pull down and it will release. All fuses are listed on the inside of this cover & yes, the wipers are one of the fuses.

Sometimes the knob that adjusts the interior and dash lights can be tricky - check that first to make sure it's not just an operator oversight. If this doesn't solve the problem, take the car in to have the wiring harness checked out to make sure you don't have any loose wires - shouldn't cost you more than an hour's labor at most.

Locate the fuses - in the fuse box under the dash - driver side , only replace burn fuses - they pull out with pliers , there are also fuses under the hood

Check your Starter relay to make sure it is getting power if it is cceck to see if the decoder is getting power if both are getting power follow the starter wire to the starter selinoid if it is getting power then check all fuses and ground wires to make sure that it has good connection be sure to check the maix fuses also
