It should work with a 20 amp, just not as long. Wipers use a fair amount of current so the factory puts a 30 amp in. Perhaps that particular 20 amp is bad or it blew as soon as you turned the wipers on.
well my friend, your windshield wipers work off of an electric motor powered by your battery which is charged by the alternator, hope this makes sense to you, if wipers arent working it may be a fuse or the electric motor. if your alternator belt is not on or your alternator isn't working your battery will bo dead pretty quick and your car wont start at all. hope i helped sharris@maplenet.net if you have any car questions

Read you owner's manual! to answer your question there is one fuse and one relay associated with the windshield wipers. The FUSE is in your passenger compartment fuse box. It is fuse #19, with a rating of 7.5 and it is Brown. This fuse is called Windshield wipers (circuit breaker). The RELAY associated with the windshield wiper is also in the main fuse box in the passenger compartment. It is R15, a GREEN Relay and it is the Windshield wiper motor relay. I hope this will be of use to you.
