In Ford's case, he pardoned Nixon. That was very unpopular with a large part of the American people. In Jimmy Carter's case, he wound up looking weak and ineffective with the Iran Hostage situation.

Gerald Ford became President when Nixon resigned. One of his first acts as President was to pardon Nixon. I think many people thought that is was time for a change-- that the Republicans should pay for what Nixon did as President and they wanted to see Nixon tried and sent to jail.

Jimmy Carter was a Washington outsider- he did not the political connections in Washington that many Presidents have. Moreover he had bad luck with the economy- high inflation and little economic growth. Then his efforts to spring the hostages in Iran failed. He gave away the Panama Canal. US prestige sunk in the world. I think people decided that it was time to change back- that the US needed a strong military and that Reagan would be better than four more years of Carter.
