check the fuel pressure at the rail, if over spec look for fuel while cranking from injectors in throttle body
if still low pressure change the fuel filter and check the regulator by disconnecting the vaccum line and cranking
then check ignition system for proper spark
Still won't start? Does that mean it didn't start before you replaced the filter? Obviously it wasn't the filter. Get back to basics. Test for spark and fuel. A filter is almost never the cause of a no-start.
First check for 12 Volts at the fuel pump fuse then check for 12 Volts at the fuel pump relay then check the condition of the electrical connection at the fuel pump, this connection is known to melt down. If all this checks out okay, take a fuel pump pressure reading, it should have 60 to 66 psi. It is possible you have fuel pressure and the problem may be in the ignition system (no spark).
Really need to do a fuel pressure test to determine if the pump is okay or not. It should have 60 to 66 psi. It may be working but not putting out enough pressure to work the injectors. I'm assuming you have changed the fuel filter. Try spraying a little starting fluid into the air intake and see if you get a response, if there is no response you may have a spark problem instead.
if you just guessed that was the problem, that is where you went wrong. check for spark or fuel pressure to begin diagnosing your problem.
Next to your battery is the relay box on the fender . Open the box and look for the fuel pump relay and replace it. Good lock.

No. My first guess is the fuel filter got plugged up from some stuff on the bottom of the gas tank. Try replacing it.

Ensure fuses are good. Is there injector pulse, fuel pressure, and spark? Has work been done recently? Is there proper valve and ignition timing?
possibly the wire from the coil to the cap, or a cracked distrib. cap, or a worn rotor, have you checked your ignition module?
