Could be a dirty fuel filter/bad gas.
Dirty Fuel Filter, bad gas, ignition/wiring problem, Throttle Position Sensor (related recall for Throttle Body), Wet PCM (related recall)
In any instance of engine performance, it is going to boil down to Fuel, air, or spark-in this case air does not apply, so one moves to fuel and spark. If fuel delivery is solid and consistent, and throttle position sensor is functioning correctly, go next to ignition/wiring problems.
I also advise checking all electrical and vacuum connections for integrity.
fuel filter
your neon sputters from old spark plugs and plug wires. i changed both and problem went away.
souds like a fuel problem not getting enough fuel.

The cable does not have any adjustment.
those had a problem with a vehicle speed sensor but your throttle position sensor can do it too
The problem might be your fuel filter. I know first hand that when mine collapsed it did the same thing. Also might check the throttle control fuse and cable.
you have a leak in the exhaust system lets in air
