That means that the the voltage regulator on your speedo cluster is busted. You can replace the whole cluster quite easily. Pretty much unscrew and unplug the cluster and install a new (or good used one.) Why not take this opportunity to install one with a rev counter. The 1600 cluster with the rev counter works on the 1300.

Had Rover 218TD with same engine, alternator went and rev counter stopped working. There were 3 wires to alternator, big thick red one, alternator light one and the rev counter feed.
