It was probably developed by accident. if fruit or for that mater just about any vegetable is stored, under the right conditions they can start to spoil and ferment. no doubt this happened somewhere along the line where the product remained appetising and had the well known effects of alcohol that so many of us seem to get a kick from. After that is was only a mater of time before the birth of the first wine snob.
