I can give an answer to this question with respect to Sri Lankan regulations. There are two major types of drinking water. 1. Bottled drinking wate (some people call it mineral water) 2. Natural mineral water. 1. Bottled drinking water To produce this water you can treat your water chemically and physically. you can filter, aerate or you can do chemical kind of treatment such as orzonation. Ultra violet purification is also applicable. since orzonation and uv methods are applecable this is not called natural mineral water (Ref. SLS 894). 2. In producing Natural mineral water only allowable treatments are filtration, decantation and aeration only. if you do orzone or UV then it is not natural mineral water. you cant transport water to your facility in truck. filling has to be done in source (Ref. SLS 1038) The regulations identifying natural mineral water and bottled drinking water differ from country to country. above explained is how it is done in Sri Lanka and India.
I have heard ( No reference) that in Japan to produce natural minera water they allwo heating, UV and orzonization. this is some thing i have heard only.

Ice in a glacier meets the requirements for being a mineral, because it is natural, homogeneous, solid and crystalline, and has a definite chemical fomula. River water is liquid and therefore also not crystalline, so it is not a mineral. If and when the river water freezes into ice (naturally), that ice is a mineral.
Fill a beaker with water, and weigh it. Weigh a sample of the mineral. That's the mass of the mineral. Put the sample in the beaker and weigh that. The weight of the water-filled beaker plus the weight of the mineral sample will be greater than the weight of the beaker with mineral sample and water. The difference is the weight of the displaced water, in grams. The volume of the mineral sample, in cubic centimeters is equal to the weight of the displaced water, in grams. Calculate the specific gravity of the mineral by dividing the weight of the mineral sample by the volume of the mineral sample. Example: your beaker weighs 40 grams. Filled with water, it's 1040 grams. The sample of mineral weighs 160 grams. The beaker with the sample of mineral and water weighs 1179.7 grams. The mineral, and the beaker with water would have a combined weight of 1200 grams, but the beaker with mineral and water weighs 20.3 grams less than that, so the mineral sample is displacing 20.3 cubic centimeters of water. Given a mass of 160 grams and a volume of 2.03 CC, the specific gravity would be found by dividing 160 by 20.3. It's 7.85. (Which happens to be the specific gravity of some iron.)
