Ohm meter is basically a series combination of resistances and galvanometer and source of current .Used to determine unknown resistance.
Megger is usually short for Mega Ohm Meter. It measures high values of resistance with good accuracy. Most often used to test insulation.
If you measure a small resistance with the megger set in Mega ohm range you get a very tiny and inaccurate result, and If you measure a huge resistance with the megger set to mega ohm range it will bottom out. To get the most accurate measurements you want what you're measuring to be about the same as the scale you're using.

A megger test is used to look at the insulation properties of motor windings, electric wiring, high power antenna mounts, and other similar items. The voltages are a lot higher than they are with a normal Volt-ohm meter. You will turn the device off and connect it to a source of power. A skilled repair man can use a tool called an Megger(mega-ohm meter) to check the condition of the insulation.
I think you mean megohm-meter or "megger" which is a high voltage, low current electrical insulation tester.

if it is ohm meter and not ohm per metre; divide by 1,000,000 to convert ohm to megaohm, then divide by 1000 further to convert metre into kilometre

To ohm out a motor one would use an ohm meter. If one does not own or can not obtain a meter, the motor can be taken to a shop and ohmed out there for a fee.
