The hazard lights on my 98 T & C used to stay on, too. It was the spring that was malfunctioning. In my case, I simply have to push the button down (turning the hazard lights off) and pull slightly toward me before releasing; and it catches. You probably need to replace that spring inside the steering wheel casing.
there was a recall on the hazard light switch that caused the rear brake lights (minus the high mount 3rd light) to stay on. the hazard lights and turn signals still worked. there was only an electrical malfuntion in the hazard lamp switch on the steering column. go to your nearest dealer, they will fix it for free and it only takes about 1/2 hour

if you recenly replaced bulbs u may have installed them backwards they should be running lights and brake lights if this is the case they maybe installed incorrectly
