You have to lose fat from all over your body if you want your arms to look better. There is no way to just choose a place on your body to lose fat from.

That being said, you can weight train to tone those areas. Just do some basic weight training (you should definitely get someone to show you in person, not over the internet.) If you do that, your arms will have a better shape, even if you haven't lost any fat. You won't look like a bodybuilder, they train very intensely to get that physique. A few bicep curls won't make you bulk up.
