Using Action Replay, you can get the Modifier cheat, and since mew is the 150th Pokemon in the pokedex, and there are 493 Pokemon, do 493-150, and whatever number that is, you throw away how many masterballs that that is, so you also need the master ball cheat off youtube. Go to whatever route you're on, and you should encounter mew.
