The Three Fifths Compromise solved the problem of how population
should be counted in slave states in terms of representation in
Congress as well as tax purposes. Since black slaves made up a
significant part of the population in the southern states, and they
did not have the right to vote, it was declared that the slaves
would represent three fifths of a white person.
