The definition is, "Sign or give formal consent to (a treaty,
contract, or agreement), making it officially valid." It's
primarily used for formal documents. An example would be amendments
to the Constitution. If an amendment was needed to be added to the
Constitution, it would require 3/4 of the party putting forth the
amendment (states or congress), then it would require 2/3 of the
other party to ratify the amendment. (other party is defined as the
group that didn't put for the amendment. States would have to vote
2/3 if if it were Congress who put the amendment forth, and vice
versa.)
