Puppet, subservient governments along with large secret police organisations and huge networks of informers(of which east Germany's was particularly famously large). When that failed (as in the Czech and Hungarian uprisings) the good ole' red army and its endless supplies of tanks and troops soon put an end to any rebellions. on a side note, i think it was in Hungary where the Russians extended the central square of budapest so that in any future rebellions they would be able to drop paratroopers directly into the city centre.

The Soviet Union used fear, Propaganda, military power and lies to maintain itself. Even "honest" communists who held the strong belief that a government with no opposition parties to contend with was fair as long as it seemed to be a fair government. As economic and political forces gathered strength, truths about the Soviet 'system" were brought into the light of day. Ultimately the USSR failed because its citizens changed the way they believed their government should operate. It took decades from 1917 to say 1991 for the eventual collapse of the USSR. To many that was too long a time. And in looking back it was.
