The Cold War began as the Allies and the Soviets faced off over Berlin in 1945, while the collapse of the Nazis left a power vacuum in most of Europe. Not wanting to continue in open war against their allies from World War II, neither the Soviets nor the Allied forces (US, Britain, France) were willing to oppose their adversaries militarily. Instead, they partitioned Europe along the lines that their troops occupied: the Allies in Western Europe, the Soviets in Eastern Europe, and Germany split down the middle. Eventually the Allies retreated from Western Europe after helping to rebuilt it and establishing stable governments, but the Soviets established puppet governments all over Eastern Europe to keep those nations in its sphere of influence.

Both the US and the Soviet Union leveraged Germany's expertise in rocket propulsion, and combined it with the US' achievements in nuclear bombs. By 1960, both had developed nuclear weapons and intercontinental ballistic missiles, but neither side wanted to engage in a war using those. A hostile stand-off ensued. War was carried out through political pawns, espionage, and posturing in the United Nations. The Soviets sent agents to foment revolution in nations all over the world, while maintaining an overtly peaceful face. The US in particular, with some assistance from the British, French, Dutch, and Israelis, attempted to prevent Soviet influence from succeeding in turning these nations into communist states.
