No single individual or nation has conquered all of Europe. However, a few have come close. The Romans conquered everything but Scandinavia, Napoleon conquered all but Eastern Europe and Great Britain, and Hitler conquered all except Spain, Protugal, Sweden, Switzerland, and Great Britain.
