Because he fought against Canadian colonisation of Western Canada and for the rights of those who lived in a land Canada considered empty of people for the most part. Needless to say he is not a hero in Canada, to most Canadians.
Because he took arms against the British government troops, the Canadian authorities considered him a traitor. To the Metis people he was a champion trying to prevent the Canadian government from reclaiming the territory formerly held by the Hudson Bay Company. Riel did not fight British Government troops. He fought against Canadian troops, troops sent from Canada in the form of a militia and troops in the form of the para-military group the NWMP as well as some local Canadian supporters.
To Canada Riel was a traitor because Canada considered him part of their purchase of Ruperts Land from the Hudson Bay Company. As such they considered him Canadian and when he fought for his rightful ownership of his land he could be nothing but a traitor, a rebel.

Louis Riel was a villain because he wouldn't let Canada onto their own land (Rupert's Land/Red River) like he didn't let the surveyor onto his cousin's farm, which was Canada's. The HBC gave Canada Rupert's Land/Red River, which the Metis barged right into. So its technically not their land, so Canada can do whatever they want to it, but Louis Riel is like an obstacle in their way.
