Didn't you hear about the change to digital tv? Old analog tv's will not tune the new digital TV stations.
It is not possible to convert an analog television to a digital television. However, by using a digital set top receiver, it is possible to receive digital signals and deliver them as an analog signal to an analog television. Digital receivers are not expensive, starting at around $25 in US and £20 in the UK. They will allow all terrestrial channels to be received in the same way that a digital television will. Cable and satellite receivers can also receive digital signals and will provide an analog output that can be used with older televisions. With these options, there is no need to replace analog televisions right away. Remember that analog only televisions will not be HD so don't expect a sudden increase in picture quality when the digital receivers are used.
Um... Change the vehicle!? I really don't know what you mean. Code reader? Need to hack that. Odometer? That's illegal (but can be done by hacking the digital ones or by opening the analog ones and manually rolling back the miles)
to change the lights you remove the dash cluster and replace the bulbs. the number for the bulbs are 197
no.go to dmv they will change the miles on paper

If both the speedometer and the odometer work on and off, I would blame the vehicle speed sensor. If only the speedometer is acting up, I would blame the cluster.

There is no speedometer cable on a 1995 caravan. it is done by a speed sensor on the transmission and digtal data is sent to the computer and the computer then sends the signal to the speedometer. This is the case even when the speedometer looks analog. Likely a bad speedometer is the cause if it does not move as the speed sensor is used for other functions and would trip the "check engine" light if it was bad. the speedometer is part of the instrument cluster and likely you would need to change the whole thing.

The legal method to change the KPH to MPH in a Renault Laguna would be to remove the speedometer instrument cluster and take it or ship it to an speedometer and instrument cluster service center where they can legally alter the MPH and KPH with all of the proper paperwork and documentation. You'd have to change the entire gauge cluster. IE the tachometer and speedometer. You can't you have to replace the whole dashboard instrument cluster assy.
The lighting on the speedometer cluster is built into the cluster itself. If you want to change the color, good luck. You have to sand off the green coating and be careful not to sand too much off or you'll get the black backing of the speedo. Once the green coating is off, then you will have white lights, until you change the color of them.
Mileage is stored in the PCM, so regardless if you change the cluster out for a new one or the sports package, it'll show the correct odometer reading
