If you're a 17-year-old girl and you have an 18-year-old girlfriend that is going to have a baby can you sign papers to be a legal parent to that child if your girlfriend asked you to?

Perhaps you mean legal guardian? Regardless the answer is unequivocally NO! Being seventeen years old you are not yet of legal age to enter into contracts of any sort, although that is irrelevant pertaining to the issue at hand. A biological mother cannot arbitrarily appoint another person to be a parent to her child except through the prescribed legal procedure of the state of residency. Which can mean the voluntary relinquishment parental rights so the child can be adopted; or when married having the spouse legally adopt the child as their own.
