Past tense- yes, in the sense of historical, the movie was made in l939-curiously the same year that ( Gone with the Wind) was filmed, I say curiously as a trick-Photography cyclone propels the lead character into ( OZ) in the film. Care was taken when making the movie to avoid periodical touches- for example a then-popular dance called the Jitterbug was excised from the picture. As with Cartoons the Chronology was kept vague... a lesson learned from and by Disney to assure a lengthy shelf-life in reruns. In that sense it ( Belongs to the Ages)- P.S. I never cared for the film.
