Rome defeated the Carthaginian army at Zama, moved on to lay siege to the city, and a peace was negotiated. It laid severe annual payments for 50 years on Carthage, designed to cripple it.
The resilient Carthaginian traders paid it off in ten years, arousing Roman concern that their rival for domination of the Western Mediterranean was making a comeback, so they encouraged its neighbours to harass and attack it, and eventually started the Third Punic War, captured the city and sold its people into slavery as a final solution.

Carthaginian Peace refers to "peace" that comes from brutally and totally defeating your enemy so that they have no option but to stop fighting you. This term comes from the Roman Republic's brutal victory over Carthage after the second Punic War and the eventually burning of Carthage after the third Punic War.
