The Bill of Rights, the first ten Amendments to the U.S. Constitution, are ten of twelve proposals signed on September 28, 1789. Those ten were ratified on December 15, 1791, another one of the twelve, regarding Congressional pay raises, was ratified more than 200 years later on May 5, 1992, and the remaining one, regarding the minimum size of Congress, has yet to be ratified.
