Dunkirk. It was the nearest part of occupied France, and the channel would be the point of greatest exposure. Thinking was, that we would opt for the shortest sea crossing.
In a way Hitler did cause D-Day because his forces were still fighting the Allies and threatening to invade Britain. D-Day, the invasion of Europe by the Allies was the only answer.
The Allies expanded the original three division plan of General Marshall into one that involved over 5 Divisions and double the length of beaches. This meant that there were not enough landing craft to cope with the enlarged plan and they had to manufacture more and ship them over from the US.

Because the Germans were expecting them at Pas de Calais, and in fact the Allies made many deceptions to encourage this belief. Normandy was chosen because it had suitable beaches and German troop concentrations, especially tank formations, were lower than Calais area.
To fool the Germans that the Allies intended to invade France at Dunkirk, rather than at Normandy.
