The Queen of England

The highest authority of power (in practice) is the Supreme Court of Canada. For

it is the only power capable of striking down municipal, provincial and federal legislation when it contravenes the Canadian Charter of Rights. Furthermore no government level has the power to undo any decision handed downby the Supreme Court.

The Prime Minister is the highest elected power, but the Governer General is appointed by and represents the Queen in Canada. That role today is more then less a novelty position, but law is law, and the Governer General is therefore the most powerful figure in Canadian politics.
