You can cutoff the rear brake line. You will no longer have rear brakes and the fluid will leak out. It is not recommended that can't off the rear brake line, without replacing it.

What do you mean by running lights?? If it is the brake lights you are talking about, it may be the brake switch. this switch is on the brake pedal and makes the lightrs come on when you press the pedal. if you look to the very top of your brake pedal you should see this switch and a wire connected to it.(You may have to remove some of the trim, you may not. Im not to sure on this year. Hope this helps you some.

If you cut of your scorpions stinger it might die, but if you dont cut it to far down it will be fine. (If you cut it to far in the tail your scorpion will bleed to death) So be careful or go to a pet store and ask someone to do it for you.

Usually a vacuum leak, check your power brake booster hose first, then any other vacuum line for cracks, breaks, or disconnection.
The flex line is used in place of steel tubing because of housing movement up and down a rigid line would either break off or kink and shut off flow.
Rear disc ? if it is rear disc brakes there is a drum brake in side of the rear rotor that is your parking brake and has an adjuster in it if you pull the rotor off.
if its a manual transmission in neutral and 4 wheel drive in neutral with brake off. if its an automatic you will have to pull the drive line to rear wheels and place 4 wheel drive in neutral with brake off.
